Shield for road rescuers

TT, New Delhi, Oct. 29: The Supreme Court today directed the central government to issue an “executive order” asking authorities not to harass people who step forward to help road accident victims, addressing a fear that deters most citizens. 
The executive order will have the force of a law till Parliament enacts one that addresses the issue. Justices Ranjan Gogoi and R.F. Nariman, who were hearing a petition filed by the NGO SaveLIFE Foundation in 2012, asked the Centre to issue the order to protect good Samaritans from legal and procedural hassles. 
According to a national study conducted by the SaveLIFE Foundation, three out of four persons are unlikely to step forward to help a road crash victim, deterred by prolonged legal formalities, police harassment and detention at hospitals. 
The NGO had filed the PIL seeking guidelines to protect such good Samaritans and a court-appointed committee had submitted detailed recommendations. 
The ministry of road transport and highways submitted an affidavit today, stating its agreement with the suggestions and has been asked to issue the recommendations as an executive order.
